Lots of personnel program changes are coming this year!

1. Officer and Enlisted Evaluation Systems are Migrating to myEval.

MyEvaluations (myEval) will become the official platform upon which all Airmen and Guardians will accomplish military feedback and evaluations. Myeval will replace the current evaluations system, vPC. The new, streamlined platform will encourage critical dialogue, dive constructive feedback based on Airman Leadership Qualities (ALQs) and add transparency in competency-based evaluations. Effective 4 Feb 22, feedback (the Airman Comprehensive Assessment) for all members and evaluations (officer and enlisted) with a close-out date of 31 May 22 or later must be initiated and routed in myEval. Evaluations with a close-out date of 30 May 22 or earlier will be processed in vPC using the current authorized documents. It is imperative that all evaluations in vPC are signed, updated, and routed to AFPC/ARPC before 30 May 22. The new myEval application is embedded on the myFSS IT platform.

2. Airman Leadership Qualities (ALQ) and the Airman Comprehensive Assessment Addendum (AF FM 724-A, ACA-A)

Effective 31 Mar 22, the ALQs will be integrated into feedback for all Airmen, enlisted and officers, across all ranks.

For over a decade the Airman Comprehensive Assessment (ACA) has been and continues to be a major tool in facilitating this critical dialogue between a rater and ratee. To improve the quality of performance feedback to our Total Force, the Air Force has quantified the qualities we value in our Airmen into 10 Airman Leadership Qualities. These ALQs are grouped under 4 Major Performance Areas (MPAs) derived from AFI 1-2, Air Force Culture: Commander’s Responsibilities, (Executing the Mission, Leading People, Managing Resources, & Improving the Unit). These ALQs will provide the framework for providing feedback towards what we value in the performance of leaders with character and competence. To aid raters in giving feedback to ratees on the ALQs, the AF Form 724-A has been developed as an addition to the ACA and will be known as the Airman Comprehensive Assessment Addendum (ACA-A). All Airmen are encouraged to download the ACA-A, AF FM 724-A and familiarize themselves with the ALQs. The ALQs will be embedded as part of the feedback process in the myEval. NOTE: The addendum should be used in conjunction with the ACA, not in lieu of it.

3. WAPS Testing Changes

Starting with 22E6 and E5 promotion testing cycles, the Air Force will begin using Situational Judgement Test questions as part of the Promotion Fitness Examination (PFE).

This change is an integral part of the overall talent management transformation effort to better align enlisted promotion system with the Air Force’s foundational competencies and the new Airman Leadership Qualities, as well as provide an agile approach to measuring the diverse knowledge, skills and experience of Airmen. The change decreases PFE knowledge questions from 100 to 60, and adds 20 Situational Judgement Test questions that were derived from a diverse group of behavioral scientists and Senior Enlisted Leaders from across the Air Force. The overall points for the PFE will not change and will still make up 100 points of an Airman’s total force.

• For each SJT question on the PFE, examinees will read the description of a situation relevant to their potential rank and duties, examine four possible responses to the situation, and then select the most effective and the least effective response.

• Although there are no study references available for the SJT questions, Airmen should continue to familiarize themselves with the Airman Leadership Qualities, foundational competencies, and associated behaviors which will provide a general framework to consider when responding to these types of questions.

4. Air Force Integrated Pay Personnel and Pay System (AFIPPS)

What is AFIPPS?

AFIPPS: The Air Force Integrated Pay Personnel and Pay System is singular, enterprise system that will integrate personnel and pay processes for members of the Total Force by streamlining human resources and financial management processes. BL, it combines functions of Finance and Personnel into one. AFIPPS is designed to improve upon and expand the current Military Personnel Data System, or MilPDS, by adding payroll, workflow and self-service capabilities.

AFIPPs will be rolled out in two phases starting with Phase 1 Read-Only Self-Service (ROSS)– when Airmen and Guardians will be able to access the system to claim their AFIPPS read-only accounts and validate their personal data. This will be followed by Phase 2 Full Capability delivery in June 22 (will be reassess due significant issues).

Phase 1 Read-Only Self-Service (ROSS)– was gradually released to Airmen and Guardians via mypers email notification “Claim Your AFIPPS Accounts”. CURRENT STATUS: All initial messaging is complete. AFPC has not provided updates if further messaging will be sent out.

5. Officer Static Closeout Dates (SCOD)

NOTE: This is the latest update that we received from HAF, but no official messaging has come down yet. All the information is subject to change, please DO NOT MAKE CHANGES TO OFFICER EVALS until official guidance is released.

As discussed for the past few years, transitioning our officer evaluation system to SCODs is a key step within the ongoing Officer Evaluation System (OES) Transformation effort.  Transitioning our officer corps to SCODs unlocks a synchronized comparison of performance within peer groups, giving officers a fuller understanding of their performance assessment and where they stand amongst their peers.  Furthermore, this change offers increased transparency, predictability, and consistency within the future OES.  As we did with the enlisted SCOD implementation back in CY14–15, we will phase in officers by grade for initial implementation of SCODs, and then repeat annually thereafter.  We will transition to officer SCODs beginning with 2d Lts and 1st Lts, with an evaluation close out date of 31 May 22.  We will then continue in ascending rank order throughout the rest of CY22 (2d Lt – Lt Col) and early CY23 (Col).  Officer SCODs for all grades will be as follows:  31 May (2d Lt/1st Lt), 31 Aug (Capt), and 31 Oct (Maj/Lt Col), 28 Feb (Col).  The implementation of officer SCODs is for the Air Force only and will not apply to the USSF.

• This is final but subject to change based on myEval and OES transition launch priorities.

6. Narrative Performance Reports

Narrative Performance Reports is currently being studied with no firm decision on when narrative writing style will be implemented, however, there is a definite decision to move to a more “narrative” style of writing. The initial step is early 2022 when the AF will review acronym and abbreviation guidance policies to ensure clarity of writing.

Key Points to highlight:

1. Eliminate in-person lines: Customers will be capable to sign-in and wait for their requested service remotely, using their cellular devices.
2. Customer Focus: Our customers will have the ability to choose where they sign-in – whether it be from a Wait Station, using their cellular device, through QR Code, or even directly from the website. Whether they’re stuck at the gate, or running errands, members can now sign-in from anywhere and be added to the queue.
3. Mission Focus: Our customers will have the option to sign-in from their work centers and wait for their turn while they continue their mission.
4. Open Lines of Communication: Our new program will allow for us as MPF Representatives to communicate before, during, and even after a visit with our customers. Topics like order/wait status, requirements for their requested service, etc. can be communicated to the customer.
5. Build Customer Profiles: This feature will allow for MPF Representatives to build a tailored profile for each of our customers, which we could then utilize to better serve them for future visits.
